As I read about this problem, it means that is caused by some hotfix from Microsoft, mainly KB3022345, KB3045999 and KB3068708, that can be uninstalled and then, that kind of encapsulated program normally returns to function. But it appears to be a new policy of microsoft to stop piracy, because this fixes blocks the portable programs to work, because it's a piracy copy.
